I have the same issue with my iphone xs witch supports 2 lines.

Iphone 3 way call verizon. Tried to use conference with 2 other lines following the directions in the guide. Once the second person answers tap merge calls. Initially the 3 way conference worked fine then the second line the line i called to set up the merge call sequence went partially dead in that the second phone could not hear the other 2 people but could still be heard.

I thought it was the phone issue but after reading your post i tested the secondary line which proved to be working without any problem while the primary line drops the 3 way calls all the time.
